CITY: MILL AND INLAY PROJECT ON NEELY BEGINS

MIDLAND, TEXAS - The City of Midland’s annual Mill and Inlay project began this week at Neely Avenue between Midkiff Road and “A” Street.
The following are the phases:
- Phase 1 from Midkiff Road to Ward Street
- Phase 2 from Ward Street to Garfield Street;
- Phase 3 from L Street to Western Street;
- Phase 4 from Western Street to “A” Street.
Mill and Inlay includes removing the existing distressed pavement and replacing with a new asphalt surface. Furthermore, the City plans to replace the existing 2-inch-thick surface with a new 5-inch-thick asphalt pavement layer. This increased thickness will lead to a longer-lasting and more durable roadway with a smooth driving surface.
Mill and Inlay prevents the City from having to perform full street reconstruction, which is more costly, more invasive and time-consuming. Weather permitting, all phases of the Mill and Inlay Project at Neely Avenue are expected to be completed by the end of May.
