Diamondback, ConocoPhillips partner with City on Legislative Summit

CITY OF MIDLAND HOSTS OIL & GAS SUMMIT AHEAD OF LEGISLATIVE SESSION

Diamondback Energy and ConocoPhillips among those partnering with city during two days of events

MIDLAND, TEXAS -- The City of Midland – in partnership with State of Texas officials and regional energy leaders – presented the 2025 Permian Basin Oil & Gas Legislative Summit on January 9-10 in Midland and Odessa.

The summit provided an opportunity for incoming freshmen legislators to learn more about the role the oil and gas industry plays in funding state budgets and providing fuel to the Texas economy.

“The Permian Basin Oil & Gas Legislative Summit gave Texas’ newest legislators firsthand experience into the heart of America’s energy industry. As a global leader in energy production, Midland plays a pivotal role in powering our state and our nation, shaping our economic strength,” Midland Mayor Lori Blong stated. “The Summit highlights the Permian Basin’s vast contributions while equipping decision-makers with knowledge and perspective of the innovation, responsible energy production, and economic contribution of the region.”

The annual impact of the Permian Basin to Texas is as follows, according to a study from Ray Perryman and the Midland-Odessa Transportation Alliance:

- $470 billion in total expenditures

- $129 billion in gross product

- $34 billion in personal income

- 508,000 jobs

The study also states energy production in the Permian Basin generates 7.8% of the Texas Private Sector Gross Product, and the projected 2050 impact of energy production in the Permian Basin on the Texas economy ranges from $145 billion to $219 billion in gross product.

The 2025 Permian Basin Oil & Gas Legislative Summit included an event Jan. 9 at the Permian Basin Petroleum Museum. Lance Robertson, former CEO of Endeavor Energy Resources, offered the keynote address. Other speakers included State Representative Tom Craddick (District 82), State Representative Brooks Landgraf (District 81) and State Senator Kevin Sparks (District 31).

“By bringing together industry leaders, policymakers, and stakeholders, we’re building the kind of collaboration that leads to smarter solutions and a stronger future for our region, for the oil and gas sector, and for our country as a whole,” Mayor Blong stated.

On Jan. 10, a panel was held at the Odessa Marriott featuring Midland Mayor Lori Blong, Shankar Annamalai of Champion X, Robert Crain of Texas Pacific Water, and Kaes Van’t Hoff of Diamondback Energy.

A Jan. 10 lunch event at ConocoPhillips’ regional headquarters in Midland included a speaker list of Tracey Bentley of the Permian Strategic Partnership, Jack Harper of Hedloc Investments, and Mayor Blong.

ConocoPhillips was honored to participate in the City of Midland’s Permian Basin Oil and Gas Legislative Summit for newly elected state officials, which provided an opportunity for city leaders, local operators and experts to share more about the region with incoming lawmakers.

“Midland is at the heart of the state’s oil and gas industry, and it’s important we continue to share our unique story with newly elected officials,” said ConocoPhillips Vice President Scott Kidwell.

State officials also had the opportunity on Jan. 10 to tour field locations in the region.
