City unveils $16M investment in Reyes-Mashburn-Nelms Baseball Complex

CITY OPENS REYES-MASHBURN-NELMS BASEBALL COMPLEX

The City of Midland opened the newly renovated baseball complex at Reyes-Mashburn-Nelms Park, located at 2101 East Cuthbert, on March 18.

"Today is a proud day for our community as we officially open the newly installed youth baseball fields at Reyes-Mashburn-Nelms Park,” District 2 Councilman John Norman said. “These state-of-the-art facilities will provide our neighborhood kids with the opportunity to play the game they love on top-quality turf fields, with modernized bathrooms and upgraded concession stands that enhance the experience for players and families alike."

The new complex – a $16 million investment in the Midland Parks system -- features four little league fields and will become the home fields for Eastern Little League, right in the heart of City Council District 2. Two high school fields, named after Midland standouts Mike Timlin and Randy Velarde, will host future high school games. All six fields are artificial turf and will provide a welcoming location for the many tournaments that are hosted in Midland.

The original Master Plan for the park’s renovation was completed in 2016. Upgrades to field layout, surfaces, shade, seating, ADA accessibility and parking spaces needed to be addressed. As stated in the Parks, Recreation, and Open Space Master Plan, the plans needed to “Develop distinct advantages to continue Midland’s ability to attract large-scale regional and national tournaments.” In addition, the recommendation was included in the Master Plan to “consolidate tournament quality facilities at key large parks.”

“Beyond serving our local teams, these fields will also attract weekend tournaments, bringing in teams from across the region and showcasing our city as a destination for youth sports,” Norman said. “This investment in our parks and recreation is an investment in our children, our families, and our community’s future."

The Midland City Council approved the first phase of the baseball field renovations in late 2023. Construction started in Spring 2024 and took less than 12 months to complete. Funding for the project was provided by the City of Midland’s oil and gas revenues.

The complex renovations include:

* 6 turf baseball fields with fencing and LED Field lighting,

* Pre-fabricated restroom/concession building,

* On-site walkways and trails,

* 207 Parking Spaces,

* On-site storm water retention/detention and storm water conveyance,

* On-site wet utilities, includes service to the concession/restroom building,

* New landscape and irrigation system,

* Ballfield lighting,

* Ballfield scoreboards,

* Park entry marquee and kiosk signage (to be installed soon),

* Site electric primary/secondary distribution and lighting.

The complex was designed by landscape architect Brent Luck with Luck Design Team out of Austin. Halff provided civil engineering for the project. The general contractor for the project was Tarkett Construction. Turf was provided by FieldTurf USA. MUSCO lighting is featured in the park. The concession/restroom building was provided by Corworth buildings. Shade structures were installed by locally owned and operated Playgrounds, Etc.
