About Us
Pre-Development meetings are a free service offered by the City of Midland. They are currently held every Wednesday morning from 9 am to 11 am in 30-minute intervals. Effective January 1, 2026, these meetings will move to Thursday afternoons from 2 pm to 4 pm, still in 30-minute intervals and still located in the basement conference room of City Hall. Meetings take place at 300 N Loraine Street, Midland, TX 79701.
This meeting is preliminary and staff makes every attempt to identify all important issues of your project. However, it is important to recognize that this meeting is preliminary and the feedback you receive is only as accurate as the information you provide.

Schedule a Pre-Development Meeting
The deadline for each meeting is the Wednesday before the meeting.
It is required to submit the following:
- Site plan/conceptual site plan and survey
- List of questions
- List of attendees with their contact information
