Public Records Request Center

The City recommends submitting your public information request through the Public Records Request Center. This platform allows you to track the status of your request, view responsive records, and manage your account information. If you need assistance, you may call 432-685-7257 and leave a detailed message.

If you prefer to submit your request by mail, it must be mailed to the following address: Public Information Act Coordinator, City Attorney’s Office, P.O. Box 1152, Midland, TX 79702. The City is not required to respond to a public information request that is mailed to any other address.

If you prefer to submit your request by email, it must be sent to publicinfo@midlandtexas.gov. The City is not required to respond to a public information request that is sent to any other email address.

For birth, death, and marriage records, please contact the Midland County Clerk.


Attorneys and Attorneys’ Agents and Employees

If you are an attorney or an agent or employee of an attorney who is seeking records that are relevant to pending civil litigation, the City recommends that you (or the attorney on whose behalf you are seeking the records if you are not an attorney) serve a subpoena duces tecum on the City’s custodian of the records you seek in accordance with the Texas Rules of Civil Procedure instead of submitting a request for information under the Texas Public Information Act.

The Texas Public Information Act does not apply to a subpoena duces tecum.  Thus, an attorney who serves a subpoena duces tecum may be entitled to receive more information quicker than an attorney who submits a request for information under the Texas Public Information Act.

Additionally, if you submit a request for information under the Texas Public Information Act instead of serving a subpoena duces tecum, you may incur costly labor fees associated with redacting information that you may otherwise be entitled to receive via a subpoena duces tecum.

Please direct your subpoena duces tecum to the custodian of records for the department or division that maintains the records you seek.  Below are the most common records custodians on whom subpoenas duces tecum are served:
