The city of Midland Texas participates in the Transparency Star Program developed by the State Comptroller of Public Accounts. The City practices the fair and equitable expenditure of funds on goods, services and construction projects following State and Federal Procurement Law.

While this graph shows authorizations for all competitively bid contract items let city-wide for that year, the Office of Procurement is also responsible for good/services and professional services contracting which is not competitively bid (i.e., Emergencies, Sole Source, Cooperatives, and Contract Renewals) and which also require council authorization greater than $50,000. Those authorizations and spend totals are not captured in this graph.
