The city of Midland Texas participates in the Transparency Star Program developed by the State Comptroller of Public Accounts. The City practices the fair and equitable expenditure of funds on goods, services and construction projects following State and Federal Procurement Law.

Totals include Council Authorization for all new competitively bid contracts (sealed bids and request for proposals) for the listed fiscal years from both construction and goods/services. City contracts are not coterminous to match the fiscal year, so the spend amount in the listed fiscal year may not reflect the total contract spend which can occur over multiple years.

While this graph shows authorizations for all competitively bid contract items let city-wide for that year, the Office of Procurement is also responsible for good/services and professional services contracting which is not competitively bid (i.e., Emergencies, Sole Source, Cooperatives, and Contract Renewals) and which also require council authorization greater than $50,000. Those authorizations and spend totals are not captured in this graph.

Intent to award documentation will be posted as agenda items in the City Council agenda 3-4 days prior to the scheduled meeting.
