About Midland

Midland, Texas, is one of the most economically dynamic cities in the nation. Nestled in the heart of the Permian Basin, Midland plays a pivotal role in global energy production while offering a high quality of life, a skilled workforce, and a clear vision for future growth. Midland was established in 1881 as a midpoint between Fort Worth and El Paso. It's name was changed to Midland in 1884, and it was incorporated in 1906. Midland’s economic landscape is heavily influenced by the robust energy sector, with growing contributions from industries in aerospace, logistics, healthcare, education, and professional services.

Midland Government

Midland is governed through a Council-Manager form of government in accordance with the Home Rule Charter adopted by voters in August 1977. The City Council is composed of a mayor and six council members, two council members elected at-large and four are elected by district. The Mayor and Council Members serve staggered three-year terms.

The Mayor and six Council members, acting as the elected representatives of the citizens of Midland, formulate public policy to meet community needs and assure orderly development in the City. The City Council appoints the City Manager, City Attorney, Municipal Court Judge and various citizen boards and commissions. The City Council’s public policy activities include: adopting the City’s annual budget and establishing general objectives; reviewing and adopting all ordinances and resolutions; and approving purchases and contracts as prescribed by City Charter and State Law.

The City Manager’s Office handles the general administration of the City and executes the policies and objectives of the City Council. The City Manager is directly responsible to the Mayor and City Council and oversees the day-to-day operation of the City by coordinating all City Department activities and functions, including the development of the Strategic Plan.

City Council Meetings, Agendas, and Minutes

City Council meetings are held on Tuesdays, typically every other week. Meetings begin at 10:00 a.m. and take place on the first floor of City Hall, located at 300 N. Loraine, Midland, Texas 79701.

Agendas and meeting packets are posted online on the Meetings, Agendas, and Minutes page. Printed agendas are also posted at City Hall at least 72 hours before each meeting, in accordance with the Texas Open Meetings Act.

Meetings are streamed live online and recordings are available for viewing within 72 hours (3 business days). Videos remain accessible for at least one year. Meeting results are posted the following day. Official meeting minutes are approved at the next scheduled Council meeting and made available online within 72 hours of approval. Additionally, past agendas, packets, and minutes are available at the Agenda Center.
