What does Environmental Compliance do?
The Environmental Compliance department ensures that the City of Midland’s drinking water and wastewater meet Texas Commission on Environmental Quality (TCEQ) standards. Its primary mission is to maintain water quality and safety while addressing resident concerns about water discoloration, odor, or taste. The department also provides testing services for residents and public water systems.
How is Environmental Compliance structured?
The department operates two laboratories located at 305 Edgewood:
- Wastewater Lab
- NELAP-Accredited Lab
These labs are equipped to conduct bacterial sampling and water quality tests for drinking water, wastewater, and public water systems. The team does not manage stormwater or perform pressure checks.

Testing is conducted at the meter, and results are shared with the resident.
